I have been trying to pay an old bill and I can't get anywhere and i am told that 1 there is no account. Then the next person says I cant have my phone number because I owe a balance.

How old are we talking about?
If your account was canceled and sent to collections your number is lost and you would not be able to get it back. Even if you pay on a very old balance, your number is not available to you.
It's possible it's already been recycled. Once canceled numbers go into a pool, they may even go back to the original service provider and never be available again. But they are often recycled to brand new customers
