Very Expensive Sales Taxes Doubles Price of Unlimited Starter Plan w/4 lines

I was setting up and AT&T plan so I could estimate the cost to switch carriers, but the monthly charge advertised ($140/month + taxes and fees) seems to vary wildly because of a ridiculously high sales tax applied every month on every device (Please see the table below for reference)

Am I missing something or do AT&Ts hidden fees typically double the plan's listed price?

*Information Pulled from Shopping Cart before checkout on AT&Ts website*

LineActivationSales TaxPrice
Line 1$30$42Free
Line 2$30$42Free
Line 3$30$31.50Free
Line 4$30$58Free

Plan: Unlimited Starter = $140/month

Monthly Charges = $223

One-time Charges = $120

First Bill = $343

Due Today = $174.30

Yes, all lines are new phones and the tax is on each phone.. I didn't quite understand the rest of your reply though, could you clarify? Given that I am purchasing 4 phones to go along with the 4 lines, what is the monthly price going to look like? $228/month or less?
