Why can't I make a payment arrangement

I have good standing/ history, but I cannot make a payment arrangement...why

Has your due date come & gone?  Payment arrangements must be made BEFORE your due date.

If you are after your due date, that would be why. Payment arrangements can only be made before you are past due.

Otherwise if you are before your due date then we don't know. This is a public forum of other customers. Even if you call AT&T the agents may not know as often that tends to be internal by the system, so they can only say if you can make an arrangement or not.

As mentioned, if you're due date has already gone by you cannot make a payment arrangement. The other reason is if you have made payment arrangements several times in the past, even if you honored them perfectly, you may have used up the limited number of arrangements AT&T allows you to make in a 12-month window

If you do work for AT&T, as you have implied, you need to have an employee tag under your screen name.   And you need to get your information correct. As this is not the first time your information is not correct.

It depends on how many months you are past due. If your account is in good standing and you have a good payment history, there should be no reason why the system wouldn't allow you to make a payment arrangement. 

That's wrong. If the bill is past due, the system will not allow customer to make payment arrangements.

Unless there are broken promises or similar issues, you may still be able to make a payment arrangement even if your payment is past due.

Call or chat with customer care and have them assist you in setting up the arrangement.

Do not do this. If you call and have a rep "assist" you, it's 99.111% likely that there will actually be no arrangement.

They can provide information on why you may not be able to make the arrangement, as it will be indicated in the system.
