AT&T World Connect is a feature that allows you to make international calls at a low rate. For $5/month per line, you get unlimited calling to Canada and Mexico, and discounted calling to over 255 countries. You need to have a postpaid plan that includes unlimited talk and text to add this feature.

Yes, you will still be charged for the International Day Pass on your line. It covers land roaming expenses in covered countries at $10 per day. There is a cap of 10 charges/$100 per bill cycle.

  • Be sure you have an AT&T unlimited, AT&T 4GB, or Mobile Share plan.
  • Pay a daily fee for each 24-hour period that you talk, text, or use data within an included country. Only one daily fee is charged even when you travel to multiple included countries in the same day. The daily fee applies to each line on your account using International Day Pass. 
    • For 1 line, it’s $10 a day.
    • For each additional line on the same account used in the same 24-hour period, there’s a daily charge of $5.
    • You'll never pay more than 10 daily fees per line, per bill period.
    • You can see a list of included countries

Two different things.  World Connect is for calling other countries while you are inside the U.S.  IDP is for when you are outside the U.S. and roaming on foreign carriers.
