Wi-fi calling and microcell towers

Is it true that if I purchase a cellphone  directly from the manufacturer that does NOT have any assigned carrier but IS listed as a compatible device and is sold at a higher price at the AT&T store...is it factual that I will be unable to make calls through Wi-fi when no cell signal is available? I

Why does AT&T not offer the Pixel or OnePlus devices.  People who use your wireless services want more options than just Apple or Samsung(Which you charge more for btw than unlocked phones).  Please give us more options than you currently offer.  Or at the very least please stop restricting certain

upgrade phone question

will keep this as brief as possible... want to change a phone that is currently under an AT&T family plan. it is an old, OLD Apple iPhone 4s AT&T (MC918LL/A) is it as simple as just moving my SIM card from old to new one?where to go to get an unlocked phone that is COMPLETELY compatible to ALL AT&T
