if power goes out and i have uverse phone line, can i plug in a regular phone & will it work?

After 7 years, my Cisco 3G microcell stopped working, displaying a red light on the bottom "signal" light with all others steady green.  I obtained a swap DPH-154 model and registered it, but only the power light comes on-no other.  I've reset it multiple times over 2 days, with no results.
