How do I report poor customer service from chat support

I had the worst experience ever from AT&T support today and would like to report it to someone who will deal with it. I cant find anywhere online to submit a complaint.

In order to access the admin section of a client's website, I need to have my IP address whitelisted. I just had ATT Fiber installed. If I provide the client my IP address, will that work, is it static, or does it change often? - Thanks
