Customer Service Complaint

Is there a phone number or email address at AT&T with a real person on the other end that I can register a complaint with. I really don't like a Customer Rep being rude or condescending when I am having issues with my service.  And then refusing to allow me to talk to their supervisor.

I ported in 2 lines by calling an agent from virtual sales last Oct 2023. Based on the original quote email from [email scrubbed], it promised a Port-In credit for -$20 per month for 25 months. Wireless trade in mailed to AT&T says wasn't received.

So, what's the deal here? AT&T sent me an email telling me I owe $600 for a device they didn't receive. I sent it back April 9th, the tracking number shows it was delivered May 31st.
