They tell you to scan a barcode to an app that no longer exists. there is nothing on the phone that will allow me to do this! So how do I even connect my cellphone?

ATT is pulling out of Orange, CA, and I'm interested in finding out if they will be releasing their easements back to the property owners. I have old landline phone wires buried, and the pillars that contain them are rotting. I doubt anything contained in them is useful.
