Landline Phone Troubleshooting

Which dept or person at AT&T can I get utility easement information for a particular parcel in Contra Costa County? Our service at our home is out for LANDLINE. The AT&T tech who came today says they need access to a neighbor's back yard 2 houses away. But neighbor REFUSED ACCESSED to tech

ATT is pulling out of Orange, CA, and I'm interested in finding out if they will be releasing their easements back to the property owners. I have old landline phone wires buried, and the pillars that contain them are rotting. I doubt anything contained in them is useful.
